Answer: No. However, if you are a qualified owner of a trademark application pending before the USPTO, or of a registration issued by the USPTO, you may seek registration in any of the countries that have joined the Madrid Protocol.

There is only one US Patent and Trademark Office and it is located in Alexandria, VA.
Question: Are there federal regulations governing the use of the designations "TM" or "SM" with trademarks?
Answer:
No. Use of the symbols "TM" or "SM" (for trademark and service mark, respectively) may, however, be governed by local, state, or foreign laws and the laws of the pertinent jurisdiction must be consulted.
